Europe felt a moment of respite on Monday, as the tension sparked by the introduction of a new 28-article proposal for resolving the conflict appeared – briefly – to have been stabilised. A senior US official spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its countermove: another massive barrage of rocket attacks on Kyiv.
The Cycle of Diplomacy and Destruction
The sequence of conflicting incidents captured the grim essence of the recent timeframe. By day, diplomatic battles are waged: optimistic declarations are delivered from different nations. Considerable effort is expended on managing certain initiatives. By night, Moscow forcefully demonstrates the world that, for them, conflict continues to be the main instrument for achieving "resolution".
Nighttime Reality
As the offensive unfolded into the early hours of Tuesday, the immediate reality of Ukraine's exposure was revealed. Ukraine is equipped to monitor missile launches from across the border, a capacity enabled by current data. From witness perspectives, military aircraft that had been scrambled to counter approaching aerial threats streaked across the sky – sophisticated military planes provided to Ukraine by European allies.
Soon thereafter, Kyiv's air-defence systems thundered: several firings fired to intercept a hostile projectile. This was a sophisticated defense system at work, probably supplied through allied countries. Every firing creates sudden vibrations, causing tremors. The brief panic quickly gives way to resigned acknowledgment: possibly the incoming missile won't hit its mark this time, preventing destruction from catastrophe and additional electricity failures.
Persistent Threats
Following this, a large-caliber weapon engaged a unmanned aircraft somewhere nearby, part of a defensive team – most likely Western-made equipment. Regrettably, the shots failed to hit the opposing UAV – it continued its flight toward its destination.
Periodically, this carried on until dawn. Kyiv awoke to the daybreak reports: several casualties, damage and infrastructure problems in many homes as a result of the night's assault. As customarily, everyone still continued their routines – enduring hostilities. But those 24 hours illustrated Ukraine's critical military reliance on external assistance – a dependence that neighboring countries are clearly incapable to replace in the near term.
Unsuccessful Negotiations
The detailed framework from Washington generated strong feelings, controversy and serious worry – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and multilateral gatherings.
Every new initiative from American administration unfolds according to the consistent cycle: a negotiation push against Ukraine, which Kyiv, with other European capitals, effectively counters. They contain the crisis but never actually win the battle. This trend will, undoubtedly, endure.
Tactical Assessments
It is easy to blame certain parties of consistently pushing Russian terms. But that does not seem to be the whole story. American leadership functions according to a assumption understood by seasoned negotiators: you cannot secure via talks what you have lost on the battlefield. The White House presumes that it is unfeasible to compel Moscow to abandon the areas that it already controls in Ukraine's south or east.
The issue is that while accepting these circumstances, US leadership does minimal to discourage Russia, through diplomacy or military means, from thinking that the situation will not shift further in its benefit in the coming year.
Conflicting Perspectives
Therefore, Russian leadership is convinced that time is on his side – that Ukraine and its allies are nearing depletion. Their reason to agree to terms that does not give them the largest achievable advantage is close to zero. There may be many attempts to stop fighting, but they will carry on as long as Russia's leadership remains completely certain in the outcome.
On the contrary, Kyiv believes that Ukraine can still hold out, gradually sacrificing lives and land but averting a entire defensive failure until conditions improve in its advantage.
Current Realities
Objectively, there are no real preconditions for a ceasefire. Now, personal considerations are becoming relevant: personal goals to broker a ceasefire and secure international recognition, and Ukrainian leadership's twin challenges – on one hand, not to alienate a key ally, and on the other, to unite the population around the flag against any initiative Kyiv finds unacceptable, so that their attention does not switch to domestic problems. And although their mission will now be considerably more difficult after recent developments, it remains quite doubtful that this will modify their basic position.
These two forces are guiding negotiations.
Summary and Prospects
It took a just a single week to kill the 28 points of the latest plan. Forceful and unpredictable management of the matter by US administration, pushback by Ukraine and the remaining European nations, along with soothing efforts of representatives, and finally, latest revelations, all achieved their purpose.
While new initiatives based on established approaches are forthcoming, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are rooted in Kremlin requirements and show certain reluctance to alter the situation, if they stand together and enhance their military capacity at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the predictable period, primarily depend on ongoing international assistance.
